Public Hearings - November 24, 2020

The Board of Supervisors of the County of Washington, Virginia, (Board) will hold public hearings at 6:30 p.m. on November 24, 2020, or as soon thereafter as may be heard, in the Board of Supervisors Auditorium at 1 Government Center Place; Abingdon, Virginia, to receive public comments on the following:

  1. Proposed abandonment of a section of Blossom Road (S.R. 715)

Application has been made to abandon an approximately 440-foot section of Blossom Road (State Route 715), beginning at its northwestern intersection with U.S. Route 58.  Applicants assert the section to be abandoned would be a safety threat and no longer necessary due to the nature of development planned for the property adjoining the section proposed for abandonment and availability of another northwestern point of access to U.S. Route 58, which would be available when applicants construct a roadway across the lot identified with E-911 address, 30470 Blossom Road, for access from Blossom Road to U.S. Route 58.  The applicants own the property and the structures at this address, which would be demolished to allow construction of the road.

  1. An Ordinance to amend Appendix C of the Code of the County of Washington, Virginia, to update financial eligibility criteria for discounted tax rates for qualifying elderly and handicapped persons

Adoption of the ordinance would amend maximum income limits for qualification of elderly and handicapped persons of Washington County, Virginia, for partial exemption from taxation of real estate and manufactured homes.

  1. Proposed planned spending for VDOT transportation projects in Washington County over the next six fiscal years as stated in the proposed Secondary Six-Year Plan for Fiscal Years 2020/21 through 2025/26 and the proposed Secondary System Construction Budget for Fiscal Year 2020/21

This public hearing will be held by the Board together with the Virginia Department of Transportation (VDOT) in accordance with Virginia Code § 33.1-70.01 to receive public comment on the above-referenced proposed plans.  All projects in the Secondary Six-Year Plan that are eligible for federal funds will be included in the Statewide Transportation Improvement Program, which documents how Virginia will obligate federal transportation funds.  Copies of the proposed Plan and Budget may be reviewed by contacting the VDOT Abingdon Residency office (276-676-5582) and as described below.

A plat of the proposed Blossom Road route revision, the full text of the proposed ordinance, and the proposed VDOT plans may be found on the County website (www.washcova.com) and at the Washington County Administrative Offices at 1 Government Center Place; Abingdon, Virginia.
